Grant funds for SWEPCO Texas have been exhausted and the program is now closed.

The Neighbor to Neighbor Program, a Hardship Program administered by Dollar Energy Fund, assists eligible utility customers in Texas with their SWEPCO electric bills. Customers may be eligible to receive a grant that is applied directly to their utility bill. Our program is a fund of last resort because it goes above and beyond what is available through federal, state and other programs. Program guidelines and eligibility requirements are subject to change.

Program Dates

Open from October 2, 2023, through September 30, 2024, for services that are off or in threat of termination.

Grants are dispersed on a first come, first serve basis to eligible applicants while funding is available.

Sincere Effort of Payment

Applicants must have paid at least $100 on their SWEPCO account in the three months prior to applying for a grant.

Senior Citizens, age 62 and over, must have paid $75 on their accounts in the three months prior to applying for a grant.

Pledges made on an applicant’s behalf and other grants cannot be counted toward the sincere effort of payment. Exceptions may be made in cases of extreme hardships.

Balance Requirement

Applicants must have an outstanding balance on their SWEPCO bill of at least $50.

Maximum Grant

The maximum grant amount an applicant may receive is $200.

Applicants can only receive one grant per utility, per program year. (10/2/2023 – 9/30/2024)

Grant awards are based on need and each family’s circumstances are different. Grant amounts are determined on a case-to-case basis.

If a customer’s utility service is off or in threat of termination when they apply and the maximum grant amount will not restore service or stop termination, the application will be denied. The amount needed to restore service or stop a termination is determined by utility review. Notification will be sent to the customer advising them that their application was denied and that an additional payment is required in order to be considered for assistance.

Additional Guidelines

All applicants must provide verification of income.

Income-eligible clients must apply for all federally-funded programs when those programs are open.

Account must be residential, single home or apartment. No “cooking only,” commercial, industrial, or apartments with shared utility service.

Name on account must be that of an adult who is currently living in the home.

Dollar Energy Fund grants cannot be used to cover security deposits or reconnection fees.

The Low Income Home Energy Assistance Program (LIHEAP) is a federally-funded program available to help eligible customers in Pennsylvania with their heat bills. When the program is open, eligible customers must apply for LIHEAP funding prior to applying for a grant from Dollar Energy Fund.

To be eligible for LIHEAP, customers must have a gross (before tax) income at or below 150 percent of the Federal Poverty Income Guidelines.

The Percentage of Income Payment Plan (PIPP) provides a payment arrangement for your utility bills based on a percentage of your household income. This program is available to customers of regulated gas and electric companies in Ohio.

Once you are enrolled in the program, you must pay your installment every month in full and on time.

The Home Energy Assistance Program (HEAP) is a federally-funded program available to help eligible customers in Ohio with their heat bills. The program is administered by the Ohio Department of Development, Office of Community Service. Eligible customers must apply for HEAP funding prior to applying for a grant from AEP Ohio’s Neighbor to Neighbor Program.

Eligibility Requirements

To be eligible for HEAP, customers must have a gross (before tax) income at or below 175 percent of the Federal Poverty Income Guidelines.

The AEP Ohio Neighbor to Neighbor Program lends a hand to those who are experiencing financial hardships and need help to get back on their feet.  Administered by Dollar Energy Fund, the program provides eligible customers with a utility assistance grant applied directly to their AEP Ohio bill.  This grant helps limited-income customers maintain or restore their basic electric service. Program guidelines and eligibility requirements are subject to change.


Winter heating grant assistance has ended for the 2023-2024 program year and will reopen in November 2024. Please check back in Fall 2024 for additional information.

The OPPD Customer Assistance Program (CAP) is a pilot program designed to provide financial assistance in the form of a monthly bill credit for households within the 13-county OPPD service area. The program will reduce a customer’s electric burden to a more affordable level as long as the customer makes on-time payment. Program guidelines and eligibility requirements are subject to change.

CAP Pilot has an enrollment maximum of 3,000 and the website will be updated accordingly once enrollment reaches that level.

Eligibility Requirements

Applicant must be an OPPD customer and current on their bill.

Customer must pay their bill monthly to participate in the program.

Customer must recertify eligibility for the program annually.

Any change in household size or income must be reported within 10 business days.

Total gross household income must be at or below 100% of the Federal Poverty Income Guidelines.

The Energy Assistance Program (EAP) can help you pay your heat and electric bills! EAP is a federally-funded program through the U.S. Department of Health and Human Services (HHS) called the Low-Income Home Energy Assistance Program (LIHEAP). EAP provides a one-time annual benefit that can assist you with the high cost of home energy and can help if you are disconnected, or are about to get disconnected. However, an EAP benefit will not cover all of your annual heating and electrics costs, so you should continue to pay your bills regularly.
