The Allegheny County Sanitary Authority (ALCOSAN) is partnering with Dollar Energy Fund to offer a new customer assistance program aimed at helping families afford their sewage treatment bills. The Clean Water Assistance Fund is now available to eligible residential customers within ALCOSAN’s service territory. Dollar Energy Fund will serve as the program administrator.
Under the new program, a credit of $30 will be applied every three months to the account of an eligible customer. The agency that bills you for sewage treatment will apply the credit to your account – for example, these bills may come from Pittsburgh Water & Sewer Authority, Jordan Tax Service, Wilkinsburg-Penn Joint Water Authority, your municipality or some other agency. The credit will automatically appear every three months, even if you are billed monthly, bimonthly or quarterly.
The Clean Water Assistance Fund is available to ALCOSAN sewage treatment customers who live in one of the 83 municipalities in it’s service area. To qualify, customers must also meet family income limits, having a gross income that is at or below 150% of the Federal Poverty Income Guidelines (currently, income of $3,038 per month or $36,450 per year for a family of four.)
Dollar Energy Fund works with a local network of community-based organizations to accept and process applications. Those who meet the eligibility criteria may apply for participation in the program by visiting a local agency partner. You will need to provide a copy of your water/sewage bill, which includes ALCOSAN charges, social security numbers for all members of the household and proof of the household’s total gross monthly income. If you are already eligible for an assistance program through another utility, you can use that approval to verify your eligibility.
